Circular economy

The European Commission has adopted a forward-looking package of new measures on the circular economy, (which includes waste, water and energy management), to help European businesses and consumers in the transition towards a stronger and more circular economy, where resources are used more sustainably.

The proposed actions will contribute to "closing the circle" of the life cycles of the products through greater recycling and reuse and will bring benefits to both the environment and the economy. These plans will extract the maximum value and use of all raw materials, products and waste, promoting energy savings and reducing greenhouse gas emissions.

The proposals cover the entire life cycle of the products: from production and consumption to waste management and the secondary raw materials market. The transition will receive financial support from the European Structural and Investment Funds (ESIF), with 5,500 million euros for waste management. It will also have 650 million euros from Horizon 2020 (the EU's research and innovation financing program) and investments in the circular economy at the national level.
All the programs that have been launched (Horizon 2020, Horizon 2030, Strategy Europe 2020) pursue common objectives:
  • Reduce greenhouse gas (GHG) emissions
  • Promote the generation of renewable energies and
  • Improvement of energy efficiency
The established framework favours the advance towards a low carbon economy and the creation of an energy system that:
  • Ensures affordable energy for all consumers
  • Increases the safety of the EU'senergy supply
  • Reduces our dependence on energy imports
  • Creates new opportunities for growth and employment.
